I think I have everything good to go - I can log into my iCloud account and all ----
so how do I actually get everything going? how do I get the desktop mac to sync (especially CONTACTS) with iCloud, and then get iCloud to sync with and transfer that into to the iPad (now running IOS 5) ?

Is your mac running Lion 10.7.2? If not, That is the first thing that needs to be fixed.

You really don't need to initiate a sync, everything is done automatically
still, all my contacts (on the desktop) are not currently showing up on the iPad - they don't seem to be in the iCloud either - how do I get that going?

When you go to iCloud.com you see nothing in the contact area right?
Check your settings on your desktop for icloud and see if contacts are being synced
Under system preferences, click iCloud and make sure the contact button is checked

Okay, when I go to iCloud on system preferences, all that I see is a screen advising me to move my mobile me account to iCloud.
I don't see any preferences that can be set for iCloud. It's like the system doesn't realize my iCloud is set up ... even though when I go into iCloud, I do indeed have an account there (and, as you say, a blank address book...)

Also if you have a mobile me acct make sure you log out of it.
