No two browsers will display a web site in the same way. No two platforms will display a web site in the same way. Windows and Macs are different platforms and will draw according the the OS's specifications. So font sizes will be different scroll bars will naturally be different as they are drawn by the OS. While you can change the colour of scroll bars in Windows, you can't do this on a Mac.

The best you can hope for when designing a web page is to suggest how the page will look when displayed. In reality, you will get a close approximation, but never 100% identical displays across browsers/platforms.
