When on a wi-fi, email and internet work. When outside on my phone's data plan with AT&T, I can receive calls and text but not data. The phone says I have the new data plan. Is there a setting I missed?

I didn't change anything since this occurred but now everything is working now. Of course, I didn't figure it out until the Apple tech support took my call. By the way, related to a separate post, the tech support agent said Siri is working fine. I can get it to work here. I must have improved her stats with my non-issue call.
