When I try to edit my contacts in iCloud.com it replaces any +966 country code contacts with +1 66. If it try to change it to +966 it just sets it back.
I do not have this problem with the iPhone or iPad and I am pretty sure it was not there in MobileMe.
Has anyone else seen this?

Found the solution - go to Preferences and change the "Address Layout" to something other than US.
Thanks for pointing out the solution. It seems odd that one cannot have a "default" phone number format and still be able to use country codes for non-US phone numbers (something outside of one's default format for their country of residence). I had a similar experience when adding (editing) a pre-existing contact with a +420 country code (Czech Republic), very frustrating.
Hopefully Apple will address this as I had no problem with this in MobileMe.
There's a checkbox saying "Automatically format phone numbers". Uncheck it and you'll have no such issues
