Can I log onto iCloud.com without downloading the control panel?

I am currently at college, and downloading the control panel to all the computers I use is out of the question.

Can you log on to the site and use the document uploading functions, and access email etc, without having it to sync to that computer?

Basically, I want it to sync with iMac at home, but be accessible everywhere else. Seems like a stupid question because surely that's a given, but so far it says it can't connect to the server when I log on.
