My Iphone 4 won't ring or vibrate

It seems to be stuck in silent mode. The silent switch (on the side of the phone) is turned off with no red showing. I can make and take calls and texts without any problem as long as I see the visual display light up when the call or text comes in. Switching to vibrate doesn't help...it doesn't vibrate either. When I toggle the silent switch up and down, the bell does not appear and the phone does not vibrate. If I push the volume up button on the side, nothing happens. If I push the volume down button, the indicator shows up (I'm currently two marks below full volume). I can play the ringtones in the settings, and I can play music, but the apps are all silent. HELP!

Try to reset the phone by holding the sleep and home button until the Apple logo comes back again. You will not lose data doing this.

If this does not help, try to reset all settings on your phone in Settings/General/Reset

If still no luck, set it up "as new device" without using the latest backup. How to set up your iPhone or iPod touch as a new device
