I tried using facetime internationally. using WIFI of course but i cannot connect. Its telling me that i have a wrong number... do i need to put a 1 infront of his CP #?

FaceTime requires WiFi to make the call.
I believe there is no charge for these calls, but DON'T quote me on that, best double check this with Apple and get them to confirm.
I've tried FaceTime in same country, no charge, not tried internationally.
I call japan from the US all the time... pretty much daily using WiFi or my data. I’ve never been charged a dime. (Be advised... I have unlimited data, so if you have a limit on your data, I’d use WiFi). The cost of the FaceTime has nothing to do with being international or not, it’s just using data like any other voip app (ie line, Skype, etc...). Just make sure you don’t call the number first and then switch to FaceTime. That WILL charge you international calling and cause your bill to sky rocket!
When traveling abroad, definitely only use WiFi, the roaming on a data VOIP call will destroy your phone bill and your wallet!
With that being said... when I call japan, I have to dial exactly “+81” and then the number. When calling the states from ANY other country, you have to dial “+1” then the area code and the number! Hope this helps anyone who is wondering!
First of all, you have to make sure what addresses a person is using for FaceTime. If a number or email address is not listed in his iPhone or iPad's "You can be reaced for video calls at", then you won't be able to place a successful call.

My son is in the Navy home ported in Sasebo, Japan and we Facebook all the time and have not seen anything reflected in our bills. Natually you both have to be on WiFi.
As long as they have facetime and you have it I don't see why not. As long as you start directly in facetime and not phone first.
The cost of using Facetime to Call Internationally is completely free. If the other end has an iphone 4 or any device that has Facetime, it will work.
well i was looking for thsi answer, i thought that too, i mean ifyou use wi-fi, why would ur carrier charge u ? so yeah i am sure it's free but might call me carrier fido today because they are mean and greedy and dont wanna recieve 10,000 bill!

I was wondering that too. I think you will need to put in the +39 or whatever the extension is for that country. Not sure.
To make international Facetime calls you need the full international phone number which is;
country code + area code + phone number
For instance, to call US from another country you need to add country code 1, to call Brazil you need 55. Facetime calls are 100% free, no matter what location or country you are, AS LONG AS BOTH devices are using facetime AND WI-FI.
so both devices have to be on wifi? not just the device that is making the facetime call?
That is true, unless you have an iPhone 4S or 5 that supports Facetime over cellular and your carrier supports it. Best to do over wifi though, the connection is much more stable and clearer.
Although Facetime calls are possible using your carrier (and the devices are 4s or 5), they are NOT free (international calls are very expensive over carrier networks). If you want a clean and FREE facetime call, no matter where you are, use wifi. 🙂
