iOS 5 update and icon arrangement issue on iPhone 4

Prior to updating to iOS 5 on my iPhone 4, I was able to rearrange my application icons and create a home screen page that displayed the background wallpaper and the default bottom row of icons (phone, ipod, mail, etc.) So basically, when you press the home button the home page would display the wallpaper and if you swiped, you would see the first set of icons. Also,when i would restart my phone the icons would stay in the same order they were in prior to the reset.


After updating to iOS 5, the arrangement of the icons defaults back to the original orientation after a phone restart. I would like to know if anyone else is experiencing this bug. Also, is there an update or bug fix coming in the near future.


Where can go to report this bug/issue? If no one is able to resolve it in the community?
