Can't get iPod 60GB to create on-the-go playlist. What can I do?

I have a 60GB iPod running the most recent software as of 20 Oct, 2011

I have never been able to get this iPod to create an "on-the-go playlist"

I do manually synch from iTunes but that should not prevent the iPod from creating the playlist.

Running iTunes 10.5 on Snow Leopard.

Anyone have answers?
