Can I use iPhone 4S as a hot spot

Does the phone have wireless hot spot internet capability? We own a condo in another state that we only visit 1-2 times a month so we do not have internet there. My husband would like to be able to use the phone with our laptop (iBook) in order to get the internet. Is this possible and what do I have to do/have?
