No connection from PC to Macbook over ethernet

I'm trying to transfer my pc photos to my macbook. I've tried Migration Assistant, but no connection is ever established. I've tried a direct connection using an ethernet cable, still no connection. I've used the "Connect to Server" in Finder, filled in the pc IPaddress, and still nothing. What am I doing wrong. It really should not be this difficult.
