If i am not wrong in understanding what you meant, you are saying i can launch apps eventhough i am on F1. If so it is a paid app how does the tax part work ? Will apple deduct and pay the taxes themselves or i have to file the taxes and pay myself ?

Others do. You're an international student (country unknown), right? - if your case is somehow specific, that's between you and Apple.
Apple does not deduct/collect/administer/pay your personal taxes.
You do not need a company to register with Apple. Coming to the question of legality, I belive F1 students are allowed to only work on campus (whether that includes work you do on campus for external gain or not is outside my knowledge). That is the part you will need to find out, and only an Immigration specialist can help you there. Tax is not the issue, since you can declare your earnings when you file your annual taxes and the IRS does not care about your immigration status (only the INS does that).
Maybe you can register with an native bank (I am assuming India from your name) and have your money transferred to your bank there. No tax or legal issue in that case, I would assume.
