"Enable location services" will not stay checked

When I check "Enable location services" it remains checked until I exit the Security & Privacy preference pane but it doesnt seem to do anything. Upon exiting and returning to the preference pane it is unchecked.

At all times "Find My Mac" in the iCloud settings pane reports an error because Location Services are not enabled.

Permissions repair has been completed with no errors.

Cycling "Set timezone automatically using current location" in the Date & Time > Time Zone preference pane fixed my issue. It's possible that a legacy preference left over from my Snow Leopard install was causing a problem there.
