My iPhone 3G continues to dim. No light changes in the room. After 30 seconds or so it dims, touching the screen brightens it again. If I don't touch the screen it will sleep. I've changed the brightness in "Settings" / Auto-Brightness to on and off. It dims either way.

Did you check the settings for Auto lock screen?
Looks like the lock screen feature is set to less than two minutes. If set to 1 minute, the phone will dim the screen after 30sec. and then lock the screen after 60sec. To find out, prolong the time for locking the screen in Settings/General/Auto lock or set it to never.
