iCloud wiped out Outlook contacts and won't give me access on PC

I use my PC to send out emails, but iCloud deleted all contact on my PC and the iCloud folder in Outlook is lock.

How do I put my 600+ contact back on MS Outlook?

I don't want to have to manually re-enter them. They should have never been removed.
