Keyboard Illumination

I am working in low artificial light and my keyboard is in relative darkness. I don’t understand why the keyboard is not illuminated. It does not respond to the F5 and F6 keys. The computer is plugged in to the mains electricity so it is not a battery issue and the keyboard systems preference is set to “never turn off”. I have Mac Book Pro, early 2011 model.

Can anyone help?
