When I try to download the new operating system it fails every time. I get all the way to the end of the download and a screen pops up that says my internet connection failed. It's connected 100% though

This is an iPhone 4, correct? I suggest restarting both the phone and your computer. Then try again. If possible, tell me the error code that pops up so I can research it for you...
Yes, this is for the iPhone 4. I'm trying to re-download it so when the error message pops up again I'll let you know what is says. Thanks.
no error code is given, it gets to the very end of downloading it (so obviously the internet is connected and working perfectly). then when it tries to process the file it says, "Network Connection Timed Out"... every single time!!!!!!
Temporarily disable/turn off your Firewall and Anti-virus software and try the download again.
