You could install Airport utility in windows, in manual setting you could go on disk section and create your account (r / w permissions).

Then map network drive as \\timecapusle_name\account_name (where "timecapusle_name" is the name of you timecapsule as you can see in Airport utility and "account_name" is the account you have created in airport utility).

When requested type account and password you've set.

Time Capsule works great for Mac OS X, but I gave up to backup data from PC or Boot-Camp-W7. It'stoo complicated IMHO. I use Paragon or Acronis for PC-backups.
