I had this problem the last two times I updated the operating system. Although there may be an easier fix, I simply deleted my email account and then set it up again. However, you may lose emails in some folders.
I tried deleted and adding and it didn't work, but I found a solution that did work.
There are several threads discussing this issue. I tried many suggested solutions without success until one finally worked and I'm sharing it in every thread.
First, here is my hardware/software situation, if your's is diff, then the fix I found might not work.
iPhone 4 upgraded to iOS 5. IMAP email wouldn't SEND
Fix:
Go into setting>mail>your account>Outgoing mail Server SMTP>Primary Server then turn Server ON and fill in both User Name + Password under Outgoing Mail Server.
It seems that in previous versions of iOS, you didn't need to enter your username and password in the outgoing mail server settings, but in iOS 5, IT MAKES A DIFFERENCE.

hi - try putting in your user name and password where it says "optional" in the outgoing server settings - it worked for me.

This does not work on iphone 5 when updated to the new iOS 7 system. I even tried adding a new sever, where the option of putting in your password appears, and it still didn't work.
I went to the outgoing mail server and it was already "ON". I tried reentering my information and password but it will not even let me tap on the screen to do so. I turned OFF the server and tried entering a new server and no luck there either.
