Codify is one.

There is one little issue with Codify – you cannot import or export code which means that your creations will be restricted to just the app.

So you are restricted to only creating apps that can be used on the iPad that it was created on.

Good info. The OP was pretty open with his request so I just threw that out there.

I read about this app just a couple of days ago and that pretty dramatic limitation sort of jumped off the page and stuck with me. 😉
