Sound levels not consistent

On my iphone 4S (and on my older 3Gs), i've noticed that sound effect levels (email alerts, SMS alerts, screen locking) are not consistent. Sometimes they are louder than other times, and sometimes they're not happening at all. I've got the volume up all the way too.

anyone else?
