There are multiple threads going on for this issue. It seems to be happening on all platforms, the new terms & conditionts comes up, you click the box, hit agree, and the window pops up saying that you need to read the terms/ conditions and agree to proceed. Then it reloads the page. I did it seven times with same results.
Details, please. With the minimal information you've provided, it's pretty much impossible for anyone to provide anything in the way of suggestions.

Same thing happened to me too. I was activating my iphone and then when I got to the step where I'm suppose to accept the terms and conditions, it doesn't show anything other than the sentence " Table of Content". And when I check the accept box and click continue, it doesn't do anything. TT___TT
Same thing is happening with my iPad. The store says new terms and condition (42 pages). I Agree and it brings me to the new App, or the old App for about a millisecond, then right back to notice on new agreement. I've tried about 20 times (email it, cancel it, new app, old app, etc)

I am unable to accept terms and conditions... Haven't upgraded yet!!!!! What is going on????
The new terms and conditions click box is not working. It appears to be a wide spread issue. In the App store - click the "I agree" box - try to move forward and it comes back and tells you that you need to agree to the new terms and conditions.
Imagine they will fix it tomorrow. Doubt Apple has decided they don't want our money anymore! ; )
Is It bad that I am glad that it is not just me? Please I hope they can fix it!
Running into the same problem with the Mac App store. Getting tired for this crap.

Simply select another button across the bottom.
t is a screen view issue. On IPad, the Agree button is hidden if your keyboard shows. Hide the keyboard and you will see it. So frustrating, you'd think they would fix it, as you just used keyboard on previous page so most people will still have it showing.
I turned my phone off then back on. It then worked.
I also just upgraded to ios 7.0 for my iPhone 5. I keep getting a pop-up message asking me to agree to the terms and conditions for icloud but when I hit "terms" it takes me to the settings on my iPhone but I cant access the icloud settings - it is kind of grayed out or looks like it has a white film over it. This is true now on some of my other settings which I cant change. ***?
