I asked this exact question when I bought my first ipod touch. The answer? Well the installed software uses some of the storage space. I was like "oh yeah". This is probably your missing storage. I have the 64GB phone and the capacity is 57.4 GB So it is actually "missing" a bit more than yours is. You would think it would be the same. Ah well.
This completley normal, and is likely the exact same for your computer.

oh yeah u are definetly missing a lot more than me, i think it would be fair if apple put like... lets say 68GB in a "64GB"model for example, that way the other "4GB goes to IOS" leaving us with our REAL 64 GB and without any complains>>
