So I enabled the Triple Tap Home button, and now I have the voice Assist Turned on.... but can't turn it off.
I know WHERE to turn it off... in the Settings pane... but can't scroll down to that item to do so.

Settings > General > Accessibility > Triple-click Home > Off

Do you also have Zoom active? If so, double tap with 3 fingers.

Found out how.
There may be other ways, but if you find yourself stuck in this situation... connect your iPhone to iTunes, click Configure Universal Access and uncheck the voice over option.... 🙂
FYI zoom was not enabled but still could not scroll down.> 😟
