I am using a pop3 server email linked to my iPad. It says in the instruction booklet that I can add mailbox folders in the email app but there is no edit button in the mailbox list. How do I add mailboxes?

If it's a POP account you can't (I have the same issue on my POP account). You need an IMAP account in order to add mailbox folders - with a POP account you're stuck with what you've got.

My yahoo account is IMAP, I don't have a gmail account but this page implies that you can set it up as IMAP
