What is the name/ number/e-mail of the President or someone in charge of iTunes ? I'm tired of spending money on music that's halfass!!!

My fiancé and I share a library with iTunes. We spend good money with them for the purchase of music! Lately, we've been getting incomplete music and when we report the problem on the bill they send it is not corrected like they say! And this useless music that's incomplete remains in our library ***!!!! We have taken every avenue available for HELP to no avail! What are we to do? Yes we have checked available downloads through iTunes and previous purchases! We have even called 24hr. Support & yeh they commenced to fix it but I'm the end of repairing their problem they wanna charge you $38!!!! To me this is a scam!!!!!!!! I need help! What can I do? Any suggestions are greatly appreciaated:)
