iOS5 / iPhone 4S - Fetch New Data Interval Ignored Or Not Working?

Hi,

I have my 'Fetch New Data' setting set to 'Fetch' 'Hourly' and 'iCloud' under 'Advanced' set to 'Fetch'. Push is set to 'Off'

However new mail seems to arrive around every 10-15 mins or there abouts regardless. If I check email then send a test email, I get a new email notification roughly 10-15 mins afterwards. Doing a test this PM I had another mail arrive (not the test one) approx. 10-15 mins after the test one.

This happens via GSM or wifi.

Its like Push is back on or Fetch is being ignored.

Any ideas or help appreciated.
