Try disabling Resume...

And empty the Safari cache more often. Command + Option + E or from the Safari menu bar click Safari / Empty Cache.
You can also try resetting Safari. From the menu bar click Safari / Reset Safari
Select the top 5 boxes, click Reset.
If nothing above has helped, from the Safari menu bar click Safari / Preferences then select the Privacy tab.
Click: Details then type chase in the search field on the right then click Remove All / Done then click Details again, do the same for the other site. That will delete cookies for you that may be preventing those pages from loading.
Quit then relaunch Safari. Try those sites.
The problem with Blackboard has been reported here before and is a known issue. Search the forum for recent discussions. Chase should work. Please enable guest logins and log in as Guest. Launch Safari and test. Same problem?
After testing, log out of the guest account and disable it if you wish.
I tried all of that and still nothing.
Try what Linc suggested 🙂
