iPhone 4S Photo Stream

Does anyone know how to use photo stream? I could really use some help. I had to return my first iPhone 4S because of battery problems. Photo Stream worked on this phone. Now, I just got my replacement phone and Photo Stream doesn't work. How do you add/delete photos from Photo Stream (and yes, I have WI-FI on)?
