Can Apps be restored from iTunes when using iCloud restore?

When backing up to the iCloud, only the app settings/data is backed up as the apps themselves are just downloaded again on restore. This can quickly use up your internet allowance if you have many gigbytes of apps and a modest broadband plan.

If I restore from iCloud, will connecting my iPhone to iTunes immediately afterward mean that the apps will restore from iTunes rather than download over WiFi?

I have the same situation.

If we have all apps already inside our iTunes library, why downloading them all again from iCloud after an iCloud backup restore? It doesn't make any sense...

Yes you can use iTunes syncing to determine which Apps go on your phone, they will be synced with your library, not downloaded from the internet.
