How do I make a photo fit a photo mat that is 4.5 x 6.5?

I bought some picture frames with mats but the mats aren't the standard 4x6 size but rather 4.5 x 6.5. I asked Costco if they could make the pictures print that size and they said no, I would have to edit the photos to be a 5x7 size with the actual picture 4.5 x 6.5. There would be white space around the 4.5 x 6.5 picture that would take up the space to make it print in 5.7 format. I don't know how to do that in iPhoto of if iPhoto really even supports that kind of editing. Does anyone know how to do that?

First crop the photo to the 4.5" x 6.5". size. Next, in the print process select a paper size large enough to hold the 4.5 x 6.5. image, such as as 5x7. In the print size menu select custom and select 4.5 x 6.5.

You'll get this:

You'll have to do some cutting of the finished print to get the correct size for the frame. You can do the print without cropping beforehand but will get a different crop than if you do it yourself.

You would need to use a 3rd party image editor to create a 5 x 7 blank image. Then add your photo to the blank image and postion as needed. I would make the blank color something other than white as some printing software will ignore the white space and scale just the image to the print size. If the border around the photo has color it will be considered part of the image and be printed as seen.
