No, you can take your iPhone to the Apple store for repair, in most cases they will sale you a refurbished iPhone 4.

If you are taking about support "pay-per-incident" then you can always use that service, but it will cost you. It your iPhone was still under warranty before the water damage then you should be able to contact Apple at no charge.

No such option. Apple offers out of warranty replacement for $149 in US.
