Did they do away with the backlight timer for iOS 5 on the iphone 4 or what!? there doesnt seem to be a display options in the settings or anywhere for that matter...

Same place it always was: Settings>General>Auto-lock. The only reason it might have disappeared is if you have your phone set up with an Exchange account and the administrator has that feature locked.
