Are you trying to drag it via the Finder? If so, that's the problem.
Use the Time Machine "Star Wars" display, per #15 in Time Machine - Frequently Asked Questions.

I am sorry but I tried to restore unsing the "Enter in time machine or Star Wars" siplay but no drgaging to the finder . I use the RESTORE mode. In fact the Not ALlowed beacuase No Permissions comment is only on specific cases. Generally it works. That is why I do not understand.

Do you have more than one user account?
If so, try doing the restore from a different one.
If not, there are some items even an Admin user doesn't have permission to. They're mostly system files, but it's possible some applications are protected, too.
What apps or files are you having trouble with?

Yes I tried with other account without results.
In fact this application is a software I uses to prepare Photos Book. Until now it worked always perfectly but last time I wanted to use it (2 or 3 days ago) I had problemes. I suspected the updated version to have some problems (at least with my own computer) and I wanted to recover the previous version. This is what I cannot do.

Odd. Well, if you can't restore it from your backups, try re-downloading it.
