Okay, still "waiting for changes to be applied", .

but after deleting all voice memos from phone and from "voice memo" section of the itunes, I discovered all of the voice memos were put into an album folder in my music section.... maybe this information can help someone else, it still isn't completely fixing my problem, but check for your voice memos in your music collection....
