Manage Apple Id's

Company is purchasing 50 ipads for users and we want to be able to manage the id's. If I create generic email accounts/ids (gmail) and this user purchases apps paid for by the company, then leave the company or get fired am I able to issue this ID to a new user and keep the purchased apps? Also does the user need access to the email account associated with the ID or can we keep that password confidential?

Thank you that was helpful for the purchase of apps but I still have the issue of the apple id's...any suggestions on how manage these as a business so they dont become personal accounts?
