The desktop background cannot be changed on a non-administrator account.
When a photo or a default background is clicked in system preferences it does nothing on a non-administrator account.
It works fine in an administrator account

System Preferences has probably been disabled for the non-admin account. To change the desktop image, find the picture file, right or control click on it and select Set Desktop Picture.

I tried that and it did not work.
I also made the account an admin account and even with that it doesn't work.
I'm starting to wonder if I should repair the OS with the installation disc.

UPDATE:
I just tried repairing disc permissions with the disc utility and it did not work.
Any suggestions?

Hi... i am having the same problem!
my son somehow changed my desktop picture and now it's changed to a blank gray screen (boring!) and i cannot run the normal System Preferences/Desktop & Screen Saver/choose a picture routine... it just ain't working!
