does facetime on wi-fi use mb downloads, or is it uploading
my home satalite is only 300MB download, so if I purchase a 4s and use the facetime over wi-fi how many mb
will be used? Or, is it uploaded while on facetime?

It's doing both: downloading the image from the person you're talking to, and uploading your image to the person you're talking to.
If you want to get an idea of how much data is going through, use the Activities Monitor app. It's in the Utilities folder of your Applications folder. In the bottom of the window click the Network tab and you can see how many bytes/per second are going through your machine.
