Follow the ditrections below and pay attention to the notes for those running 64bit Win7.
cd /d "Program Files\Windows Resource Kits\Tools" (only for 32bit/x86 machines)
subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f /grant=system=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f /grant=system=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f /grant=system=f
subinacl /subdirectories %SystemDrive% /grant=administrators=f /grant=system=f
subinacl /subdirectories %windir%\*.* /grant=administrators=f /grant=system=f

For 64bit machines substitute for first line of bat file:
cd /d "c:\program files (x86)\windows resource kits\tools"
- Step four, run the batch file. Let it run until the Command Prompt screen closes, may take 30 minutes or more.
- Step five, reboot the machine and run the install again.
