Automatic Downloads unavailable in 10.5.1?

I upgraded to iTunes 10.5.1 yesterday. I looked around Preferences and saw all the Store Preferences are unchecked and greyed out.

I'm in Canada, where iTunes Match isn't available. Did Apple's shut off automatic downloads altogether in Canada/outside the US? Is anyone else having this problem?
