Being a paranoid audiophile, I want to know if any quality is being lost while converting (lossless) files in xACT.
I know that some applications are better than others. I trust Audacity, because it never disappointed me, but I do not know about any others.

ripping files from a cd and converting from one lossless format to another are 2 completely different things.
You asked about converting lossless files in xACT. xACT converts between formats without any loss of bits. You can verify that in a variety of different ways, including checksums that xACT can also create and verify for you.
CD Ripping is an entirely different beast, especially when you're using iTunes to rip cds. You want something that uses cd paranoia at a minimum (xACT, XLD. I actually use XLD to rip cds)
So, the frequencies do not get mixed up in xACT?
when xACT converts lossless files from 1 format to another, it has no concept of frequencies or anything like that. It just converts the bits according to whatever the codec says to do. the resulting files are exact copies of each other
when ripping cds, cd paranoia does multiple checks to make sure the data extracted is an exact copy of what's on the disc.

I was talking about me having to re-open many MP3 files in iTunes 10.5 after realizing the ones opened with iTunes 9 sound inferior than the original copies I dwnld'ed.
In other words, it seems that some programs do a poor job at ripping AND converting.
Is xACT reliable?
