I have an old Powerbook G4 running 10.4.11 that I wanted to upgrade to try to get the computer in a more steady state. I bought Snow Leopard but when I try to Install it, it says it can't install because it needs a Intel-based mac. Isn't the G4 an Intel-based Mac? Is there anything I can do. Or is 10.4.11 the farthest I can "update"

The Powerbook uses a PowerPC G4 central processing unit. Intel-based computers started after the Powerbook series.

Also if it is not a steady state now, it most likely won't be when upgrading either. You should first identify why your machine is having trouble now, until you know for certain there isn't some software driver issue, or hardware issue, you can't upgrade. Perhaps it is best if you identified your current issues, and someone can help you isolate them.
G3 is made by IBM
G4 is made by Motorola
G5 is made by IBM
IBM did not offer any MS-DOS or MS-Windows compatibility to its Apple Macintosh CPUs. Only Intel offered that.
Windows was avaialble for the older pre-Intel Macs, but it was slow as it was emulated using software.
