Siri is not making outgoing calls

I have been playing with my iphone 4s. I just discover that every time I tell Siri to make an outgoing call she says "sorry, I can't call ..... number". I've tried contacts from my all my contact groups but no luck. Area code + Number. Anyone else experience this or know how to fix it?
