Didn't realize it was just Firefox, but sure enough, scroll speed is normal in IE9. So is it FF's fault or iCloud's fault? Another thing that will slowly drive me crazy.

So how can we report this to Apple so that they can investigate? I checked support but it seems I need to pay for support because my iPhone doesn't have warranty anymore. This issue is not hardware related, but more software related.

I just submitted a request there for a different iCloud problem (non-searchable emails on iCloud.com - I don't know if you have that problem too...)
I also just sent the below feedback for this problem too. The more the better, so please chime in...
"In Firefox 10 (and several earlier versions of FF), whenever I use the scroll wheel on the right-most preview pane at iCloud.com, emails scroll at about 25% of normal speed. This is not a problem in IE9... very peculiar. Will this get fixed?"

Done... I've submitted feedback and I've also posted in Mozilla's forum to see if they can help. I'm glad I'm not the only one with this issue. Hopefully, other people can post here as well if they have the same issue.

Good luck with that! I just submitted feedback with Apple as well. It is now almost April 2014, almost a year later and two years from the original post. You can buy Apple Care, but Apple doesn't care! No responses, no fixes...nothing. I left Google for iCloud, but now I have to deal with stupid issues like subscribed calendars in iCloud don't show in iCloud Web Calendar and ridiculously slow scrolling in iCloud web mail! Seriously?! We are not asking for the holy grail, just make some simple fixes!
