No.
That information is available on Apple's web site with just a little effort on your part.
To develop for iOS, you must do it using Xcode on a Mac.

iOS development requires an Intel Mac - iCloud related work requires OS X 10.7/Lion.
It helps to have a device to test your apps on, so the iPad is a good start 🙂
:( Great. Don't have $1k for a MacBook. And not gonna get a new laptop till my toshiba goes out. And if this one is anything like my last one (which is 8 yrs old and still works) then that will be never
You can use LUA with the Corona SDK. It's kinda sloppy but you can. The Corona SDK exports in ios and android. So if you build in 1 language it will port over to everything. It's nice if you are looking to get something out on multiple platforms. Only trouble is that you still can't get published on the apple market without an apple computer and the $99/yr developer program.
Long story short, yes you can... But it's not the cleanest thing to do.
Sorry bout the late response, just didn't want to leave you without a complete answer.

Then you're out of luck, sorry.
Don't Adobe do a development application for ios? Does this not use some form of flash based application, which is available to PC users? Don't quote me on this, but I am sure a friend of mine used something from Adobe.
