Disable all phone capabilities on iPhone 3G including 911?

I'm giving my old iPhone 3G to my 2 year old to play games, but how does one disable all phone capabilities on an iPhone 3G?

Just removing the SIM card take away everything, but 911 is still available. Some cities and counties are now setting fines for bogus 911 calls.

It's not possible. The ability for any phone, even an inactive one, to dial 911 is a legal requirement in the U.S. The only way you might be able to get around it would be to put it in airplane mode, which should disable the cellular radio.
