Error code 23

Hi, I'm attempting to restore the iphone 3g of my brother and it keeps on prompting as an "unknown error occured (23)" everytime. I have tried to do it in 2 laptops already and have tried to uninstall and reinstall itunes. Both softwares were succesfully downloaded in each but it still doesn't restore. The phone won't initially start up even after i tried to press and hold the home and lock buttons, help here.

I'm from the Philippines and can't seem to call the 1800 phone number so any help would be appreciated 🙂
