Set a time capsule wireless with a static ipv4 address.

I just buy a time capsule and i don't know how to set the wireless up. I lived in a dormitory where they give us a set of ipv4. Usually i just plug an ethernet cable to a plug in a wall and just configure ipv4 manually. I try a few times to set it and just can't connect to the internet via wireless. Also, strangely I've been redirected a few times while trying to access the web to a buffallo router setting. And the buffallo router setting just keep telling me that the ethernet cable is not connected (even thou it is and the airport utility recognize the cable, with a green light). Can somebody help me?
