Iphone won't scroll up/down or side to side. Apps won't open with a one touch, you have to double click.

My iphone stopped scrolling from side to side or up and down. Also, if you click on a app it won't open. You have to click on the app to highlight it and then double click on it to open. When trying to email or text a message you have to double click in the letter to get it enter in the text box. I tried to power off, power on. I tried to hold power on/off and home button to reset it. I cannot access the "general" in settings because the phone won't scroll down when I am in that link.

Does anyone know how I can fix this?

The phone is about 3 weeks old...and I am new to this type of phone. I tried the things I could from the manual as listed above but nothing seems to work.

Use 3 fingers to scroll.

I can get to settings but I can't get it to scroll down to General. Any suggestions on how to get it to scroll down so I can persuit this fix?

Ok I got it to work finally. I was able to scroll using the three finger method although it was not consistenly working. I followed your suggested path but could not find it in "Restrictions" The "Voiceover" was in "Accessibility"... and I was able to turn it to off - I checked the scrolling and it now works. I have not checked all my other issues but thank you for helping me !!! Much appreciated!
