iCal for windows
I was wondering if there is iCal for window 7, if so can I use that with my iCal on my mac and there both sync up.

No, iCal is a feature of Mac OS X
You can use iCloud.com and use your regular log-in info. It won't be accessed as an application. but rather through the web browser.
My solution: Use google calendar - this syncs to mobile and OSX (and behaves within these apps as icloud does) - on windows, I use the google calendar webpage, on OSX and mobile I use native apps (or webpage, depending on where I am when I need my calendar)
I've yet to find a decent bit of native windows software for calendars, but admittedly I've not looked too hard.

the best thing I can recomend for windows is microsoft outlook's calendar function with iCloud plugin installed.
I also use Outlook with the iCloud plugin. Works pretty well.
It allows me to have all my contacts, email and calendar in Outlook on my PC as well as on my phone.
I have my contacts and calendar up on iCloud as well.
